Is there still a rule-of-thumb on how much one is expected to spend on an engagement ring, based on income?
Or is that outdated and you just spend what you can afford?
Any advice would be appreciated?

Whatever you do, don't tell your GPS if you intend to go shopping for one. It will hijack you.
Is that fair?

my only advice for you right now is to hold off until the week between Christmas and Jan 1. I remember someone telling me that after the holiday rush for jewelry buying occurs, some jewelers are more flexible on their pricing to lower their inventory tax valuation. But, that could be a myth.
Don't feel obligated to spend so much that you feel like you're being held at gunpoint and given an atomic wedgie. Also, don't get too excited about new metals like palladium that jewelers don't have much expertise in working with.
If you don't know much about the process, try bluenile.com for info. Also, try shopping at both big box stores and independent jewelers.
My final suggestion is to avoid mentioning what all you could've purchased instead of the ring you paid for....

There used to be a poster here who went by the name, Crayon with some numbers behind it. I can look it up if you really need me to. Anyways, he deals or dealt in diamonds and that business. He is a straight shooter, an honest person, knows his craft and has helped some people from here in the past. I don't know if he is in the ring business but may know of somebody to go through.
Hopefully he or somebody he knows will see this and contacts you. That or you can send a pm to his username, maybe an email if one is listed in his profile.
Again, he's legit and knows what he is talking about so if you do get any advice from him, use it. Hope this helps somehow.
Is that fair?

If your wife to be, has a girlfriend you trust- it wouldn't hurt to ask her for an opinion on what type of rind you should get.
Don't forget- once you figure out how much you can spend- you need to decide between thousands of designs and options- so, if you pick her best friend you can blame it on her if she doesn't like what you picked out. It's a win win.

^ I narrowed down the ring style by consulting her best friend. Then did some research here and bought here. As far as how much to spend, that's totally up to you and your budget. The right girl won't care how much you spent. Good luck!
I'm going to Texas

Texanne,
I wish I had either let you talk to my wife before purchasing or been drawing unemployment

I'm trying to remember if Crayon endorsed Blue Nile (bluenile.com) or not??? If not him, I definitely recall that there were lots of positive responses. I haven't bought diamonds there but I have gotten jewelry for my wife and I've been very happy. I did look at diamonds there once and you can really tweak the options to suit your needs. For example, you could sacrifice a little clarity for a larger rock or go with something smaller with perfect lines and clarity... I'm sure some on here might be able to expound.
Most people who seem to know always suggest buying the diamond individually and then having it set. Seems they say it saves a bunch of money that way.
